Can you format a DVD-R in DOS or something?
I got one that failed cos of power failure or somethign during the burn and is physically fine but windows don't wanna know

Indeed. The words "more trouble than it's worth" spring to mind.
DVD(-/+)R, means write once. Unlike DVD(-/+)RW, that can be rewriten multiple times. Once you have burnt to a DVD(-/+)R then that's your lot, no formatting or rewriting!
