AFAIK, you can't have a static IP unless your ISP gives you one, and it's more expensive. It's not something you can set on your computer.

    Yep.

You can specify one (such as one you've been allocated before by your ISPs DHCP server), but if that address were to be allocated to someone else then you'd get a conflict. It'd probably also be against the terms of service of your ISP to do that anyway.

You can use a Proxy server to fool rapidshare and it lets you download again straight away.

I use firefox so it's options, then connection settings. Change from 'Direct Connection' to 'Manual Proxy Connection' and type or paste a proxy in. For the web you mostly need to use 'Port 80' proxies. And sites like rapidshare use cookies to monitor your download stats so you need to clear them as well as the cache.

You'll probably find that alot of the proxies don't work, Rapidshare will say you've downloaded such and such amount, but try others and you'll find ones that work.

try to find the most obscure proxy you can because if its obviously public RS may block it or chaces are it will have been used by someone else.

Otherwise you can use HTTP tunneling services, I used to use that one in the past and it was quite good --> http://www.http-tunnel.com/html/

Yeh you want to try to use annonymous or elite proxies, although you will still find most of those have been used unless you are paying for the proxies.

A good site for Proxy is http://www.proxy4free.com it also got a online proxy checker... but as said in here already most free proxy will be quite slow and often not work at 100% all the time...
