almost all people on benefits from experience spend it, surely then as it goes back into circulationand thus goes back into the government/companies cofers - this is a good thing?

It's waste because it's resopurces (not money, money isn't an issue here) not placed into businesses for wealth creation.

They have to do a manual disconnect at the little box in the road, unlike your phone which they just turn off. If you have a linked phone/internet account then the internet stays on for free if you cancel because the lazy sods don't bother doing it right.
Means the business cycle is less volatile, less boom and bust etc
