Cutting MP3s/MP4s

Does anyone know how I can cut the intros off some MP3's so I can use them as ringtones? And also does anyone know how I can cut MP4 videos in half (I'm actually struggling to find much software that even plays them) because they're all too big to email?

    I use audacity to change/modify MP3's into ringtones. Its free and dead easy to use.
