what i want is as many ideas as to what a couple can do (preferably cheap things, but anything will do)

Ever see Dharma and Greg where they go out window shopping but pretend to be other people, like they're fromthe Deep South and do fake accents or she dresses like a school girl and pretends to still be in high school, that all looks like fun and it's free!!!
or you could try going out for a meal and the girl can pretend to propose to the fella, half the time the crowd will cheer and the owner will let you have the meal for free.
oh, cooking for your partner and having a night in is also very nice, providing you can cook of course!
you can do that at anytime fo the day and infact we have done
ok, heres the best thing ever that my mate did!! she and her fiance went to chester zoo, and went upto the paying window and asked for some info, brochours (sp?) and leaflets on the wedding services they hold there (you can get married in a big old house there), they then took them into the gift shop at the main entrance+gave them what they wanted1 Then showed them the the shop entrance+said "bye"!! Hey presto - a free trip round the zoo! me+my b.f are defo gonna try that, but take ££ just in case, he he!!!
