    I'm pretty sure that Animation Shop by the same folk who produce Paint Shop Pro does it.

    Ulead gif animator may also work.

    animation shop is the program normally mentioned in online FAQs about animated avatars - though I don't know if it is available for free - might be included in free trials of paint shop?
