Cheap travel as a courier?>

Someone on my uni cource was saying that she gets really cheap travel as she is on a list of people who take "black bags" with them when they travel. She just tells them where she wants to go and if they need a package delivered she goes with it for a reduced price.
The bags are those ones that go to the Embassy in a country, all she has to do is sign for it and it goes in the hold and then get someone from the British Embassy to sign for it at the other end. The packages have to be accompanied at all times or something so they get random people to do it!
MMm that mad no sence, but has anyone heard of it? And how you join?
