Being denied something that you really ache for can be so disappointing and disheartening, I can see why you're finding this tough. Pets can be a wonderful source of company and therapeutic distraction, I therefore understand how frustrating your mum's rejection of the rats could feel. The wait to be able to make independent choices regarding pets can seem painfully long, but it important that all household members are approving of their existence in order for the pets to thrive in a happy environment.
Perhaps you could look into volunteering opportunities with animals? There are charities which specialise in small animal rehabilitation/care. Likewise, if you're also a dog lover, there is an app called 'BorrowMyDoggy' which allows you to borrow local people's dogs for a good play, walk or similar.
These options would enable you to enjoy some well-deserved animal TLC and perhaps this dedication might demonstrate to your mum that you'd be a capable pet owner at some point in the future.

While it can help to show that you are responsible and committed to looking after rats, ultimately, the decision about whether to allow any type of pet into the home rests with your mum. I can definitely relate to really wanting a certain pet and feeling disheartened after hearing the word ‘no’ but as @el_rose0110 said it’s important that everyone in a household is happy to have a pet in order for the pet to be happy too. You might not be able to get rats now, but that doesn’t mean that you won’t ever be able to have a pet rat.
I also agree with trying to find volunteering. Another option might be to ask around independent pet shops in your area to see if you can volunteer with them as they may have rodents in the shop that you might be able to help look after or just simply watch.
It's great to hear that you're getting rats next year. Best of luck, there is plenty of time to look into how to prepare for their arrival! Have you chosen names?
