The latter. Same with all the countries with similar laws. It being a different religion than most of them makes no difference.

    ?

maybe, only victimless if you can't see who you're hurting?

It's my favourite Simpsons quotation :o

It's the first thing that springs to mind whenever I see something described as a victimless crime.

Obviously the very concept of a god's feelings needing protecting is ridiculous. But that's never what it's about. It's about protecting those in power from criticism. Pussy Riot aren't in prison because the attacked Christianity, they're in prison because they attacked Putin. Religion is just a useful way of getting idiots to agree with oppression that they never would've agreed to if God wasn't brought into it. History shows that organised religion is a pretty frequent bedfellow of dictators.
Human rights activists and some critics of the new anti-blasphemy bill in the Duma say its wording is too vague and could lead to unjustified prosecutions.

Could lead to unjustified prosecutions? That's the entire aim of it. And is there such a thing as a justified prosecution for blasphemy? Their criticism should be that it will only lead to unjustified prosecutions.
