So it has to be a questionnaire. Could you ask questions like what the usual age of people who commit crimes?
Or the first step police take to solve or undertake a crime?
What is the defition or a crime?
is it about a specific piece of crime or just crime overall.
its a bit hard to give suggestions when we dont do the course. could you not ask your lecture for a bit more information about what they want the questionnaire to contain? or classmate for suggestions?

Who are you going to ask and what do you want to find out? You could ask something like -if you are aged between 18-30 and have been a victim of crime, do you think the crime was resolved with justice?

Or you could make it gender based, ask what gender the person identifies as and if they have been a victim of a person crime.
