edit: After checking the site again, I see Photoshop Express. I remember reading about that about a year before it was even coded, then I used the beta, and what I explained above is what that is for. Adobe know their programs are being used illegally for lame stuff like that, they need to advertise it more I think. They need a better registration/activation too.
Just to point out too, doesn't that Splashup look like Photoshop? Surprised they haven't got sued.
If you do want to use CS4, you will have to find a way to crack it....

The reason it is pricey is it is more of a commercial piece of software, ie. Businesses who will make money from it are using it. Photoshop is not really seen as a residential/private piece of software but it is sold as. but then again for a piece of software that can make you a lot of money it isn't too pricey imo.
Some of the CS4 suites you can get cost over £2000.

They don't care about 15 year olds stealing it.
The reason its expensive is because the 15 year olds learning to use it today will become the graphic designers of tomorrow, and when Microsoft puts out a tender for a new marketing campaign for Windows 10 and you say you need photoshop which costs £500.. they'll say yea fine whatever.
You can change the behaviour of GIMP btw, its extremely customisable. You may just be more used to photoshop though.
I personally use paint.NET / picasa.
that's what I've got, I like the collage creating thing.
