Council tax

I've just moved into a new flat and I've got a council tax bill, but before I moved I know I didn't have to pay it. I'm starting uni soon so I know I wont have to pay it then, but I don't know why I didnt have to pay it anyway.
I'm not sure if it was because of the benefits I'm on, I get DLA so it might have been this? I'm registered blind as well.
If anyone knows why I was exempt from it this would be really helpful as I won't have to make up the months before starting uni and I'm a bit stuck for money as it is.
Ive phoned them up and they don't seem to know anything :P

    Do you get Income Support ? Maybe just a small amount to 'top up' your benefits ? In theory you can get 1p a week I.S. and it will entitle you to Council Tax Benefit.

    You won't get Council Tax benefit because you get D.L.A.
