  Could she not go to the local citizen advice bureau? Just thinking that they are impartial, and could give her more advice.

  I agree. I lived in a hostel for nearly 3 years and still no joy with the council housing etc. It was really bad. I had my stuff nicked and the people I were living with were just mad. Moving out tho, this weekend back to my parents.
