So the Tories unveiled the master plan for solving the policial problems that is the NHS.
Forgive the cynic in me, but I have two questions.
1. How can it be indepedent is appointed by the minister and accountable to him/her?
2. Does anyone else think that independent board is another way of saying "scapegoats"?

Yep, when it all cocks up, they can blame the independent board, rather than themselves, just like they always do with the trains. I figured it's already run by independent managers who are answerable to government? Can someone explain how this is any different?
