    Aaaaah. You mean the "Tough Choices" programme. Been in force throughout the UK since April this year. If you get arrested for a "trigger offence" (things like shoplifting, burglary, begging etc), you have to be tested for heroin and cocaine. Test positive and you have to attend an assessment with a drugs worker. When up in court, they can attach a condition your bail (called a Restriction on Bail) that directs you to attend a drug service. DTTO's have now been changed and re-named to DRR (Drug Rehabilitation Requirement) which can be given as part of a community order.

    Can they put you on a DRR if you arent charged with the other offence? I think what they wanted was an ability to force people straight down the treatment route quickly, and if a positive drug test was an offence then it would easy.

    No. A DRR can only be given as part of a sentence - you still have to be found guilty of something. Although it is now an offence to refuse the drug test or to fail to comply with your ROB or DRR - but to actually be breached probation would have to actually do their jobs...so not likely then.
