Housing help needed

My boyfriend has had a 4 month tenancy in a house with a friend owned by the friends uncle. The uncle is coming back in a fortnight or slightly less, and my boyfriend (understandably) really doesn't want to go home - his mum got re-married yesterday, he would have to share a room with his 16 year old brother, and he also has an 18 week old brother.
He can't afford a house/flat on his own, but his friend wont leave the dog behind, so I realise this is really going to make it hard to find somewhere else. My boyfriend is 18, his friend is 18 in August. I would love to move in with my boyfriend, but unfortunately I'm not going to be in a position to do that for a couple of months.
Does anybody know if a) they are eligible for council housing and what this would entail cost wise? b) any companies that specialise in this kind of thing? Based in Halifax, West Yorkshire. c) any other options he has available
