Phonecall detector

i was recently at someones house fixing there computer and whilst i was online downloading some software they got a phonecall and a small windows balloon appeared on the taskbar with the phone number,

i have googled it but cannot find anything as how to get this, is this a media centre only thing or can it be installed on normal xp

Freeserve used to issue it with 56k Internet.
