Okay, I can capture stills from DVD very easily.
I can rip entire chapters from DVD with smartripper.
I don't want to do any of that. I just want a small, say 2 seconds, video clip from a DVD at a certain point.
How do I get that?
Programs, methods, links, etc. please.

You can press it on pause, and use the 'next' button to view frame-by-frame. Do a capture with 'C' and paste into Jasc's Animation Shop (free with Paintshop Pro). That's the way I would do it.
DVD Shrink will allow you to cut a DVD into just the section you want and Fairuse will turn that into an AVI file for you.
