I doubt all those people would stand there waiting to be soaked.
I'm sure it's something like a university graduation photo.
And the water must be travellign at about 100 MPH
But supposing they didn't know, the reason no one looks up could be that the photo was taked just when the water hit the first few of them, and the others didn't have time to react.
Sorry for being pedantic but the water would not be travelling at 100mph. Acceleration due to gravity is 9.81m/s/s. Meaning that for every second of freefall it increases its velocity by 9.81m/s. The building looks less than 9.81m tall. 9.81m/s is 21.9mph, meaning the water would be travelling just under or at that speed and would take around 1 second to hit them after being poured on them.
