Think Tank findings on drug "problem"...???

Hey, does anyone know of or have a link to a Government sponsered Think Tank report on the solution to the UK's Drugs "Problem"?
A mate of mine told me he read a summary in a paper, but forgot which one, and it said the think tank recommended legalising most drugs, Taxing them, Keeping them Clean, have drug "shops" requiring membership so you could only buy a "personal use" amount with in a certain space of time, plus a list of all drugs they suggested remain illegal?
If anyone has heard of it or has a link canthey post if for me to take a look because i can not find it anywhere. Thanks!
