ISP's do normally vary but not all that much - on a 56k modem its quite surprising to get anywhere near this. In my years of playing around with modems - I have never seen one get over 51k ... if you are not getting more than 44k then you should either consider changing your ISP or playing around with your connection settings.

Just remember, just as not all ISPs are equal .. neither are modems. External hardware ones normally work better than internal software modems.

I get 54.6k on my 56k at almost all times.

You'll find that the 54.6K is being misreported, and your actual speed will be inbetween 44-48K.
56K is only a theoretical maximum, and is only ever obtained in laboratory conditions.

It used to average around 44k, until I messed around with the settings or ages using guides on several sites, and it's now up to 54.6k.

Sometimes when you put in modem 'init' strings - you will find that the figure begins to be misrepresented. Sometimes showing the port speed of 115k ... you can use programs like myvitalagent to show your real connection speed and throughput
