what song is this?

ok, i don't have much info on it, i don't know the title or artist, all i know is it's a rap or pop song that was made in the 90's, and in the video they ride scooters or mopeds, and it's white or latin guys, and the main guy has a chick riding on the back of his scooter and i think he has a raspy voice, and i know it's not alot but please try to help.
