OK I am no expert in this but I do have a few pointers...
When sending your scripts either just send a letter with a blurb (a paragraph or two summing up the plot) or send the first chapter with a note that if they are interested they can ask to see more. By sending a shorter amount of text, laid out clearly, your script is more likely to be picked up than the big bulky scraps of paper others may have sent in.
As for where to send them try: http://www.bbc.co.uk/talent/
Another tip would be to contact various places and ask for their writer guidelines, these will explain how they like scripts to be laid out, who to send them too, etc etc.
See here for an example: http://www.bbc.co.uk/writersroom/guidelines/writing_tv_com/getstart_tv_com.shtml
Advice from a scriptwriter: http://www.netribution.co.uk/features/interviews/2000/terence_doyle/1.html
One fantastic book that every writer should have is:
Writers' and Artists' Yearbook published by A & C Black, London.
That's enough from me, really you could have found most of this yourself it took me one google search.
Good Luck
