Looking for tips on fixing my under eyes

This photo was taken outside during a bright day. I don’t know whether they’re eyebags or dark circles. All I know is that I have a very thin skin layer under my eyes.

How do I get rid of them?

    @Laura_tigger82 it depends on the lighting. Sometimes, they’re invisible. But they’re most noticeable in darker lighting.
