If I fill in a job application form and then decide I don't want the job (eg because I've got a job somewhere else), am I still obliged to take the job or anything?

If you haven't signed a contract, then no you aren't obliged.
Although if they contact you, it would be polite to let them know you were no longer interested.

No cos they haven't offered you the job yet, you've just shown an interest in it. If you're on a serious jobhunt then you fill in millions of those bloody forms etc Like Smash said if they contact you just say you've found soemthing else!
