There's this girl that is a friend - we have a lot of mutual friends that we know better. We've flirted here and there.

Twice she has passed close by me and stopped to quickly say 'I nearly kissed you' as a sort of passing comment.

Would a girl say that for any other reason other than to basically mean 'I want you to kiss me'?
