Is there any career advice agencies out there who specialize in helping people with "learning difficulties" find work in their early 20s ?

If you are looking for advice, try an organisation such as Skill (http://www.skill.org.uk/) or the Prince's Trust (http://www.princes-trust.org.uk/).
Your local Jobcentre Plus should have specific advisors for people with disabilities, go and have a chat with them. They may well know local organisations that are best placed to support you.
