Tax question

Leigh's been working for the council since Feb 2009.
He got a letter today off HM revenues saying his new tax code is 647L. Which is the basic single peeps allowance 6475 yes ?
But in the letter it said it replaces his old tax code of 192L.
Obviously a fuck up by payroll.
I've just checked his last 2 pay slips and his tax code is BR/0 which is emergency tax yes ? So he's been on emergency tax for over 17 months ?
How does he go about getting a refund and getting it sorted ? His payroll of HM revenues or both ?

nothing your work payroll can do.
Tax problems can be complicated, however, it's important to get it right so it's great that you are looking into this.

In terms of your specific question, I think it would be a good idea to contact the employer's accounts department and ask them what is going on and to also contact HM Revenues and Customs addressing your concerns. You will then get the whole picture and will be able to ask for a tax refund if you need to.

Well leigh phoned up. HM are gonna send him a cheque for last financial year's tax and notified his payroll who should pay back this years tax, hurrah

Personal Allowance in UK is 6475 pounds.
Tax liability is 20% below 37400 Pounds and 40% if over 37400 Pounds

Getting £384 because of the BIG fuck up the tax office did and getting £1644 from the basic rate fuck up, hurrah
Payroll departments cant change your tax code unless notified by HMRC so you should speak to them first if you think your code is wrong.
