Direct contact from Uni asking for employer reference

Usually this would be fine, however my current manager does not know I have applied for Uni.
I got my old team leader (same company) to fill out a reference stating he was giving it on the basis as a friend but commenting on all the work experience we had together. I don't think he is able to give a reference as an employer as I work in such a large company. I think only the HR people can, but I dont think they can give what the Uni want....
