Replace the BLANKs in the following sentence with two seven letter words. The same seven letters must be used for both words. Both words end in the same letter. What is it?

It was initially BLANK whether the government were planning a BLANK strike.

    both of the "blank" words consist of the same seven letters, and end in the one of d, l , r, or t.

    ok, yeah- you're dead clever, but what was the proccess of thought to get that? I never would have got it because a) I can't spell and b) the phrase 'nuclear strike' isn't one I would have thought of, and c) I don't think I really need a point c to explain that I don't get it.

    I thought "strike" meant that they wouldn't be working, if I'd thought of it as "attack" I might have thought of "nuclear".
